    Introducing independant register function that saves configuration in /etc/opt/slapos/slapos.cfg

This will allow to be sure globally, that production code is generating
correct documents.

There are two updates.

Re-set to one, as there is only one hosting.

It follows idea of alarm based promises which can detect system misconfiguration.

The reason to go this way, as the explanation of what to do and what to check
is becoming really complex and would take more time and space to write then
simple code which will stabilise site.

The test shall use this alarm to configure PAS, so it will be known that it works.

Until scripts are implemented alarm is disabled.

The amount of update packing lists is increased by one.

This reverts commit e1b80468 and 5057e18a.

Hex is longer then normal text and can faster lead to tag longer then 255
characters, which is deadly.

Damaging sla and instance xml is not possible anymore.

As getFullcomputerInformation is used by slap library, there will be always
something transmitted.

Stopped is also finished state, so do not take it as "something in progress".

Do it as well for the reporting loop.
