ice: initialize local variable 'tlv'

  ldo->phy_type_low |= ((u64)buf << (i * 16));
  ~~~~~~~~~~~~~~~~~ ^

When called from ice_cfg_phy_fec() ldo is the uninitialized local
variable tlv.  So initialize.
