KVM: selftests: Add test for SMCCC filter

Add a selftest for the SMCCC filter, ensuring basic UAPI constraints
(e.g. reserved ranges, non-overlapping ranges) are upheld. Additionally,
test that the DENIED and FWD_TO_USER work as intended.
