drm/amdgpu/psp: fix psp gfx ctrl cmds

psp GFX_CTRL_CMD_ID_CONSUME_CMD different for windows and linux,
according to psp, linux cmds are not correct.

v2: only correct GFX_CTRL_CMD_ID_CONSUME_CMD.
