RDMA/hns: Add new command to support query vf caps

The current resource query for vf caps is driven by the driver,
which is unreasonable.

This patch adds a new command HNS_ROCE_OPC_QUERY_VF_CAPS_NUM
to support obtaining vf caps information from firmware.
