drm/amdkfd: separate kfd_iommu_resume from kfd_resume

Separate kfd_iommu_resume from kfd_resume for fine-tuning
of amdgpu device init/resume/reset/recovery sequence.

v2: squash in fix for !CONFIG_HSA_AMD
