urlopen(url).read() returns bytes, this fixes:

errors with KVM resilience tests

Sometimes it's not enough, as we can guess from the tests failures.

It probably means there is a regression somewhere and we should try to improve
the situation, as it slows down deployments

As these slapparts are unstable and are updated every couples of months.
Do so by using the API-ification of inspectInstance which can now
return a JSON (thus output can be easily processed)

As in webrunner slappart0 is always the root instance and
all needed parameters are bubbled up to it

Function should return True if everything is OK.
Also add some logging

Since slapos!a222ccfabc10103c6ecb9195de4e0c0250705d11, haproxy process name is variable,
so let's restart the full partition instead of guessing the name of the process.

resiliency data in instance_root/slappart0/var/log/log.log is writen by a service in slaprunner, so after the takeover
the service will start again an write a new entry. We should then check if data from old runner0 is present in new data log.
