gitlab: Sync nginx http configuration from omnibus gitlab

Like 61544d87 - pristine copy from omnibus 8.4.4+ce.0-0-g1680742.

Most of http handling is moving to gitlab-workhorse. Nginx remains only
as ssl terminator.
