monitor: move scripts wrapper and logrotate conf to buildout, uses some new promises from slapos.toolbox

monitor was updated in slapos.toolbox to not generate promise launcher scripts anymore. All
generated scripts are now in buildout.
Monitor promise run script is removed from cron, slapgrid is used to run promises.
Replace some old promises by the new ones from slapos.toolbox. Cleanup monitor configuration.
Monitor report and monitor-promises directory are now obsolete.

Setting this to false to make buildout refusing building SR where some
eggs would not be pinned.

This is a follow-up of commit 5c980caf,
now that the new code of the 'wrapper' recipe is used (1.0.58 released).

With this, we don't loose it (it may help an admin to be able to restore it) and it does not get run by webrunner automatically when updating resilience snapshot

So that we can use name aliases such as `erp5-memcached-volatile` during
tests.

- overwrite slapos.cookbook:request.serialised with slapos.cookbook:request
- corresponfing md5sum updated

This should fix the error below to run zope.

Error: invalid literal for int() with base 10: '10m' (line 39, in file:///srv/slapgrid/slappart7/srv/testnode/awf/inst/test0-7/etc/zope-0.conf)

Make it possible to specify the desired threshold before a requests gets saved to a temporary file instead of being read completely into memory.

@nexedi, tests do pass (I squashed commits) so unless objections today I merge it tomorrow.

Current version of wendelin.core is limited in that there's no cooperation
in memory allocation between several processes sharing the same /dev/shm.
Over time, the distribution of memory among processes becomes more and more
inequal until some of them get killed due to allocation failure.

This is a temporary solution that relies on user namespaces.
