[PATCH] One more USB fix

Here's another fix it'd be good to merge ...

No changes to the Linux code at all, but it'll makes the Windows
configuration of a Linux device running the Ethernet/RNDIS gadget behave
correctly on more versions of Windows.  (It might prevent some
Bluescreening too.)
