drivers/usb: add missing GENERIC_HARDIRQS dependencies

Add a couple of missing GENERIC_HARDIRQS dependencies to fix link
errors like below on s390:

ERROR: "devm_request_threaded_irq" [drivers/usb/gadget/mv_udc.ko] undefined!
