selftests/bpf: Verify xdp_metadata xdp->af_xdp path

- create new netns
- create veth pair (veTX+veRX)
- setup AF_XDP socket for both interfaces
- attach bpf to veRX
- send packet via veTX
- verify the packet has expected metadata at veRX
