locking/Documentation: Add Korean translation
This commit adds Korean version of memory-barriers.txt document. The header is referred to HOWTO Korean version. The translation has started from Feb, 2016 and using a public git repository[1] to maintain the work. It's commit history says that it is following upstream changes as well.
