Removing the unused collapsible prop in
resizable_panel led to a whole bunch more
propogation of unused removals:
- 'rightPanelCollapsed' state
- 'leftPanelCollapsed' state
- 'setPanelCollapsedStatus' action
- 'SET_X_PANEL_COLLAPSED' mutation
