Implement backoff for the circuitbreaker

The circuitbreaker now has 2 failure modes:

- Backing off: This will raise the `Gitlab::Git::Storage::Failing`
  exception. Access to the shard is blocked temporarily.
- Circuit broken: This will raise the
  `Gitlab::Git::Storage::CircuitBroken` exception. Access to the shard
