Refactor the usage of Secret Scanning to Secret Detection

This MR solves: https://gitlab.com/gitlab-org/gitlab/-/issues/247498
Secret Detection has inconsistently been named Secret Scanning
All usage of the term Secret Scanning has been replaced with
Secret Detection.
