Bring back the usage statistics link

TL;DR: This reverts
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/52621, and fixes
the anchor.

Although `-bronze-only` should have been stripped from the anchor
suffix, it has not.

This has now been fixed in
https://gitlab.com/gitlab-org/gitlab-docs/-/merge_requests/1454,
and a new Docker image for the lint tests has been built. We now only
need to revert
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/52621 and fix the
anchor link by removing `-bronze-only`.
