Snowplow: :individual_tracking feature

Add in new tracking module methodology

This restructures how tracking is implemented and will enable
better tracking on DOM changes as it eliminates the need to
re-look up elements.

This properly exposes page view and activity tracking to everyone
and includes form tracking and link click tracking behind a feature
flag.

This also restructures how and where the configuration for
Snowplow lives.
