[SCTP] Add SCTP_SET_PEER_PRIMARY get/setsockopt.

Also, rename all sctp_protocol_t -> struct sctp_protocol.
Non-UDP-style SCTP sockets should ignore associd fields, so added
this function into sctp_id2assoc() in anticipation of Sridhar's
TCP-style work.
