net/rtnetlink: fix attribute name in nlmsg_size() comments

Use the correct attribute constant names IFLA_GSO_MAX_{SEGS,SIZE}
instead of IFLA_MAX_GSO_{SEGS,SIZE} for the comments int nlmsg_size().
