[PATCH] es7000plat.c warning fix

Lack of argument decls causes this warning:

arch/i386/mach-generic/../mach-es7000/es7000plat.c:53: warning: function declaration isn't a prototype

Let's stick the extern declaration in a header, which is where they always
should be.
