Upon products installation, registerHelp in initializeProduct was first called
with clear=1 for 'help' directory and then clear=0 for 'interfaces' to allow
registering Help for two directories. However, that didn't work if the former
directory does not exist.

Remove such limitation as well as 'help' and 'interfaces' directories which
used to contain dummy files.

Add new preference to select preferred use for Internal Orders and Deliveries

Fix CategoryTool_constructCategoryTableToExport. Sometimes categories were wrongly sorted and incorrect category definitions were exported.

Use real files instead

Patches are closely related with software.

Also excludes whitespace-only (base) categories & end of lines.

Title and short-title in Category should be translated in erp5_content
