errno.h on FreeBSD contains ENOATTR instead of ENODATA

Added missing function parameter "value"

Allow UTF8 in tests/run/annotate_html.pyx

Otherwise tests are failing on my box with a UnicodeDecodeError.

So allow for that value in this enumeration.
