This is required to propagate workflow state to lines into the catalog

This include following types :
- time table : it's a group calendar with a convenient user interface to define
employee's week time
- public holiday module : allows to define public holidays. Such holidays are taken
into account by group calendar assignments

When a user is already authenticated (by any method) and an Unauthorized error occurs, ZPublisher returns the WWW-Authenticate HTTP header which leads to a blocking popup authentication window in user browser.

This patch just desactivate the HTTP header. Except this, error is handled as previously.

this restore the behaviour of the code before commit 8e073789

Also methods without a security declaration should not be added.

Rewrite Base_getPossibleWorkflowActionItemList by External Method instead of Python Script having a Manager proxy role.

Because now proxy role in script affects workflow transition guard checks.

because we loose existing roles in proxy role scripts and init scripts require Owner role in context.
