Fix for #940: open pagetemplate files in universal line-endings mode to avoid python compilation problems

- tweak pywin32 version
- tweak docs

and 'ZCacheable_getManagerURL'.

If that is going to go away, then this will have to be done differently,
but at least this fixes several issues where the z3-style PageTemplate
implementation didn't do everything that the Zope 2 one did.

- Missing import of NotFound in webdav.Resource.

Revert changes made in revision 65541 in favor of moving them to the blob-integration-test branch for eventual merge.
