Issue #8925: fix types of Py_Parse*() and Py_BuildValue() functions

 * Add links to Python types
 * Replace "string" by bytes or str
 * Replace "long" by "int"
 * Specify the default encoding
 * Fix reST syntax ("..note ::")
 * etc.
