bpo-36611: Fix test_sys.test_getallocatedblocks() (GH-12797)

Fix test_sys.test_getallocatedblocks() when tracemalloc is enabled.
If the name of Python memory allocators cannot get read, consider
that pymalloc is disabled.

Fix the following error:
