In certain cooperative group dispatch scenarios the default SPI resource
allocation may cause reduced per-CU workgroup occupancy. Set
COMPUTE_RESOURCE_LIMITS.FORCE_SIMD_DIST=1 to mitigate soft hang
scenarions.
