acpi, numa, mem_hotplug: mark hotpluggable memory in memblock

When parsing SRAT, we know that which memory area is hotpluggable.  So we
invoke function memblock_mark_hotplug() introduced by previous patch to
mark hotpluggable memory in memblock.
