amdgpu/pm: replaced snprintf usage in amdgpu_pm.c with sysfs_emit

 replaced snprintf usage in amdgpu_pm.c with sysfs_emit
 fixed warning on comparing int with uint32_t in amdgpu_get_pp_num_states()
