[PATCH] ppc64: remove redundant #ifdef CONFIG_ALTIVEC

arch/ppc64/kernel/process.c has an #ifdef CONFIG_ALTIVEC within an #ifdef
CONFIG_ALTIVEC.  This patch removes the inner one.
