ARM: dts: lpc18xx: add creg (syscon) node

The CREG block contains a collection of miscellaneous
configuration register like Ethernet phy mode, low
power clocks and DMA multiplexer. These registers
needs to be accessed from other drivers and syscon
provides this capability.
