usb: typec: qcom-pmic-typec: fix builtin build errors

Fix build errors when CONFIG_TYPEC_QCOM_PMIC=y and
CONFIG_USB_ROLE_SWITCH=m by limiting the former to =m when
USB_ROLE_SWITCH also =m.
