dm raid: add prerequisite functions and definitions for reshaping

Add rs_is_reshapable(), rs_data_stripes(), rs_reshape_requested(),
rs_set_dev_and_array_sectors() and rs_adjust_data_offsets()

Remove superfluous check for reshape message

Correct runtime bit definitions to be incremental
