xen/pvcalls: introduce the pvcalls xenbus frontend

Introduce a xenbus frontend for the pvcalls protocol, as defined by
https://xenbits.xen.org/docs/unstable/misc/pvcalls.html.

This patch only adds the stubs, the code will be added by the following
patches.
