staging: r8188eu: remove Efuse_WordEnableDataWrite from hal_ops

Remove Efuse_WordEnableDataWrite from hal_ops and remove its wrapper
Efuse_WordEnableDataWrite(). Call rtl8188e_Efuse_WordEnableDataWrite()
directly instead.
