staging: rtl8192e: renamed variable TXCountToDataRate

Renamed from Pascal/CamelCase to Snake case the variable
TXCountToDataRate.
TXCountToDataRate -> tx_count_to_data_rate

Linux kernel coding style (cleanup), checkpatch Avoid CamelCase.
Driver/module rtl8192e compiles.
