perf help: Use HAVE_LIBTRACEEVENT to filter out unsupported commands
Commands such as kmem, kwork, lock, sched, trace and timechart depend on libtraceevent, these commands need to be isolated using HAVE_LIBTRACEEVENT macro when cmdlist generation.
