drm/mgag200: Set SCROFF in primary-plane code

The SCROFF bit controls reading the primary plane's scanout buffer
from video memory. Set it from primary-plane code, instead of CRTC
code.

	* only flip SCROFF when enabling/disabling the plane (Jocelyn)
