RDMA/hns: Remove set but not used variable 'fclr_write_fail_flag'

Fixes gcc '-Wunused-but-set-variable' warning:

 variable 'fclr_write_fail_flag' set but not used [-Wunused-but-set-variable]

It is never used, so can be removed.
