mm: drop redundant ARCH_ENABLE_SPLIT_PMD_PTLOCK

ARCH_ENABLE_SPLIT_PMD_PTLOCKS has duplicate definitions on platforms
that subscribe it.  Drop these redundant definitions and instead just
select it on applicable platforms.
