ixgbevf: Improve error handling in mailbox

Add new handling for error codes:
 IXGBE_ERR_CONFIG - ixgbe_mbx_operations is not correctly set
 IXGBE_ERR_TIMEOUT - mailbox operation, e.g. poll for message, timeout
