net: lockless SO_PASSCRED, SO_PASSPIDFD and SO_PASSSEC

sock->flags are atomic, no need to hold the socket lock
in sk_setsockopt() for SO_PASSCRED, SO_PASSPIDFD and SO_PASSSEC.
