dt-bindings: Introduce QCOM Sleep stats bindings

Add device binding documentation for Qualcomm Technologies, Inc. (QTI)
Sleep stats driver. The driver is used for displaying Sleep statistic maintained
by Always On Processor or Resource Power Manager.
