drm/amdgpu/gfx9.4.3: drop extra wrapper

Drop wrapper used in one place.  gfx_v9_4_3_xcc_cp_enable()
is used in one place.  gfx_v9_4_3_xcc_cp_compute_enable()
is used everywhere else.
