UBUNTU: SAUCE: (no-up) Revert "VFS: don't do protected {sym,hard}links by default"

This reverts commit 561ec64a.

Reverting this in the kernel as opposed to adding a sysctl
to the procps package guarentees that this regression will be
propagated to the Raring LTS kernel.
