crypto: hisilicon/qm - move 'CURRENT_QM' code to qm.c

Since the code related to 'CURRENT_QM' debugfs is exactly same in
sec/hpre/zip driver, move 'CURRENT_QM' to qm.c to reduce duplicate code.
