staging: r8188eu: remove Efuse_PgPacketRead from hal_ops

Remove Efuse_PgPacketRead from hal_ops and remove its wrapper
Efuse_PgPacketRead(). Call rtl8188e_Efuse_PgPacketRead() directly
instead.
