include/linux/compat.h: remove unneeded declaration from COMPAT_SYSCALL_DEFINEx()

compat_sys##name is declared twice, just one line below.

With this removal SYSCALL_DEFINEx() (defined in <linux/syscalls.h>)
and COMPAT_SYSCALL_DEFINEx() look symmetrical.
