pinctrl: pinctrl-rockchip: Fix a bunch of kerneldoc misdemeanours

Demote headers which are clearly not kerneldoc, provide titles for
struct definition blocks, fix API slip (bitrot) misspellings and
provide some missing entries.

Fixes the following W=1 kernel build warning(s):
